 President's Message

Entering my final months as IPT’s President, I take this opportunity to reflect on all IPT has accomplished this year and look ahead to what we can expect in the coming months.  Throughout the year, IPT experienced terrific attendance at its programs thanks to the hard work of countless volunteer committees and IPT staff.  I attended many of these programs and can attest to the quality of the material presented and how well-run each of them was.  I am proud and humbled to be part of an organization with members and staff who are so committed to educating and advancing the state and local tax community.    

Also, through the hard work of its members, IPT was able to launch a new school and welcome back another program.   This May saw IPT’s first Value Added Tax School come to fruition, led by a team of expert VAT professionals.  The School was quite well-attended and received outstanding reviews from attendees.   IPT extends its sincerest appreciation to VAT School Committee Chair Carlos Hernandez, CMI, Vice Chair Ela Choina, and the entire committee for developing from scratch the content (agenda, curriculum, presentations, case studies, exams, etc.) for this School and making it a tremendous success in its inaugural year.    

2024 also marks the return of the State Income Tax Symposium, coming November 10 – 13 in Tucson.  We are very excited to have this program back in IPT’s lineup, and I can’t wait to see the valuable information it will deliver.  This Symposium committee is hard at work preparing a program worthy of our IPT members and guests.

On another encouraging note, IPT’s Board of Governors approved a new scholarship opportunity for the Advanced Property Tax Schools this year.  These scholarships consist of one for the Real Property Tax School and another for the Personal Property Tax School.  Both schools are essential components for individuals aspiring to attain the CMI-Property Tax Designation, and this opportunity can help worthy candidates achieve that goal.  Visit IPT’s Scholarship Page to learn more about this opportunity and to consider applying should you or a colleague fit the criteria.  

There is also much to look forward to in the coming months.  The Board, members, and especially IPT staff have been doing exceptional work behind the scenes on a special effort, and we can’t wait to share it with you at the Annual Conference.  This work will help guide IPT’s direction throughout the remainder of the year and beyond. 
 
Don’t forget to register for the Annual Conference in San Diego, which is just a little over a month away.  If you’re on the fence about attending, please know the Annual Conference Committee has included fun and unique networking activities to enhance your Conference experience.  If your travel arrangements permit, having an extra day in Southern California is also a great idea.  I’d like to see you there!

Back in the Dark Ages (pre-Wynne17), when I used to teach state and local tax law at the Saint Louis University School of Law, my students and I grappled with the issue of whether a state should have the right to tax 100 percent of its residents’ income, given that the state has substantial nexus over the person, but not necessarily any nexus at all over 100 percent of that resident’s income if the person worked in another state.

In Memoriam

IPT was saddened to learn of the passing of long-time member Tammy J. Poole, CMI, on March 4, 2024.  Since joining IPT in 1997, Ms. Poole was a familiar face at multiple IPT Sales Tax Symposiums and Annual Conferences. IPT extends it deepest sympathies to her family, friends, and colleagues.

This Year's Personal Property Tax School is Coming in August!

The Personal Property Tax School is an advanced learning experience for property tax professionals who have a basic understanding of ad valorem principles and want a comprehensive education in personal property taxation. At the School, registrants will thoroughly examine the four cornerstones of personal property tax and learn how to apply these:

1. Classification;
2. Valuation of machinery & equipment;
3. Compliance; and
4. Audits & appeals.

Led by a faculty of seasoned property tax professionals, the School employs a combination of general session lectures and small group exercises. Throughout the week, registrants work in small groups on an all-encompassing case study and present an amended return at a mock hearing before the School's conclusion on midday Friday.  Approximately 40.5 continuing education credits, including 1.2 IPT Ethics credit hours, are available for full attendance.

2024 CMI State Income Tax Exams
*The CMI State Income Tax exams are administered by appointment only, and held at the IPT office in Atlanta, Georgia.  
*After completion of the application process, candidates must notify IPT of their intention to sit with at least 90 days’ notice.  The exam date will then be scheduled through coordination with the CMI - State Income Tax Professional Designation Committee. 
*Please contact Jake Lipps, IPT’s Certification Manager, for more information. 

Applications must be received via email on or before the deadline for receipt of applications. Applications received after this deadline will NOT be reviewed in time for consideration of the subsequent exams.

The CMI Sales Tax written exams will no longer be administered in hardcopy format.  They will now be administered via ExamSoft, a computer-based assessment software.  Please note, you are still required to take the exams in person at the designated exam site.  Instructions and details on ExamSoft will be given to examinees approximately one month prior to the testing date.

The Institute for Professionals in Taxation has established a Code of Ethics to set forth ethical and professional guidelines for all IPT members. 

Each member of IPT agrees to subscribe to this Code of Ethics and to report to the IPT Committee on Professional Ethics any unethical practices or actions by any IPT member. Non-members of IPT may also report any alleged unethical activity of IPT members to the Ethics Committee.
