The Manager, Property Tax will assist senior management with oversight of daily tax department operations including but not limited to appeals, A/P, compliance, budget and forecasting, underwriting, project management, and other property-tax-related functions. Assures conformity with procedures and data integrity. Assists with the production of reporting. Able to assume ownership of one or more property tax operations or projects. Trains and directs staff as necessary. Produces reports and provides analytical support in a time-constrained/penalty-oriented environment. This position is based out of Revantage’s office in Dallas, Texas. Responsibilities: Analysis and Procedures - Conduct analysis of real and personal property tax valuations on a timely basis. Manage selected client accounts on property tax matters, including tax analysis, monitoring tax appeals, response to client requests, and consultant management. Responsible for review and reporting of 3rd-Party service expenses and annual contracts. Assist with the creation and monthly review of property tax budgets and cash forecasting. Assist both Blackstone and client(s) investment team with buy/sell analysis and expense modeling. In primary or secondary capacity, supervise abatement, personal property, and income and expense compliance administration, including providing materials to 3rd Party service providers or Operators/Tenants as required. Verify all mandatory forms are filed accurately and timely by internal staff or 3rd Party service providers. Assist with compliance audits if needed. Maintain and create client and department reports. Monitor refunds and payables. Provide acquisition support and issue resolution including, but not limited to, review of transaction documents and other research as required. Obtain documentation as evidence to update systems, communicate status updates to the department, 3rd Party service providers, and clients.  Timely update tax databases and applicable templates. Project/Process Leadership - Lead the team in change management and administrative projects, including,but not limited to: software implementations, shared file directory organization, and portfolio management on software and database systems. Provide oversight in the distribution of year-end financial statements, rent rolls, and other data used for taxable value analysis. Reformat financial reports as required for jurisdiction compliance. Assist with portfolio management. Ensure all clients’ portfolios are correctly reflected in all department systems. Provide ongoing monitoring of the data for accuracy and timeliness. Produce reports/analysis of property taxes for a client or Senior Management inquiries. Accounts Payable Management - Supervise the integration of accounts payable function of acquisition properties, new 3rd party clients and/or existing client portfolio changes. Supervise offboarding for disposition properties. Ensure that Real and Personal Property tax bills being processed by the department are accounted for and are processed timely. Review all accounts payable, following client guidelines. Responsible for including any analysis of variances for management review and addressing any special handling or payment application requirements. Develop and ensures uniformity in department accounts payable processing procedures that support reporting requirements. Supervise and manage documentation for distribution to Treasury, Accounting, auditors, and Lease Administrators. Review A/P and Appeal workflows for accurate reports and timely correspondence. Ensure that documents are filed timely and accurately. Required Qualifications: Bachelor’s degree from an accredited college. Business concentration preferred. Department Administrative Functions - Assist in creating and updating records, etc. to reflect changes to portfolio (acquisitions and dispositions). Provide analysis and confirm record accuracy utilizing due diligence reports, closing materials, and other resources. Ensure proper acquisition and disposition procedures are followed. Assist with review of tax bills and invoice processing and ensure that all tax bills are accounted for, accurate, and processed timely. Assist with resolution of payment application issues with local collectors. Assist with refund and consultant invoice management. Distribute year-end and ad-hoc reports to consultants as needed.
